In a professional services engagement, the "Final Report" is the ultimate point of truth. Discrepancies between reported hours and billed amounts can lead to client disputes, revenue leakage, and audit failures.

The Reporting & Export Engine in Resource Management is not just an export tool; it is a Financial and Governance Validation Engine. It bridges the gap between the technical work performed in Jira and the strategic requirements of a Corporate Finance or PMO department.

This engine provides two distinct types of exports: Financial Invoicing (focused on actual worklogs) and Staffing Analysis (focused on resource requests and assignments).


1. Financial Invoicing (Worklog-Based)

The Financial Invoicing engine is used to transform raw worklogs into audit-ready documents for client billing or internal cost-center charging.

The "Governance-Ready" Framework

To ensure absolute accuracy, invoicing is based on three strict dimensions of data:

  • Scope: Handled at the Project Level to ensure labor costs are correctly attributed to the specific budget code or client contract.
  • Temporal Validity: Exports are limited to a 92-day window, encouraging a "Monthly Closing" cadence.
  • Authorization: The system distinguishes between Submitted Hours (claimed effort) and Approved Hours (validated effort). Depending on your organization's configuration, you can choose the source of truth:
    • Approved Hours (Corporate Scale): If the "Worklog Approvals" feature is enabled, you can export only validated effort to ensure a verified audit trail for external billing.
    • Submitted/Raw Hours (Agile/Small Teams): For smaller teams preferring a lean, informal operation, the system can export raw submitted worklogs to accelerate billing cycles without the overhead of a formal approval step.

Professional-Grade Export Capabilities

Depending on the level of transparency required, you can configure the export depth:

📊 The Summary View (Executive Level)

Provides a high-level aggregation of hours per resource, grouped by day, week, or month. This is a dedicated structure designed for Executive Summary reports and PMO-level budget tracking.

🔍 The Detail View (Audit Level)

Provides a granular, worklog-level breakdown including Task Keys, Summaries, and Labor Comments. You can also inject Custom Jira Fields (e.g., "Cost Center") directly into the export.

💰 The Rate Layer (Financial Level)

For XLSX exports, Resource Management integrates Effective Resource Rates. The system automatically maps the worklog date to the active rate period (Standard, Overtime, or Weekend) to calculate total costs with precision.

Operational Workflow: Generating the Invoice

  1. Navigate: Go to Timesheets $\to$ Project View.
  2. Initialize: Click Download invoice in the header.
  3. Configure: Select the Project, Date Range (max 92 days), and choose Approved hours for formal billing.
  4. Define Depth: Select XLSX for full financial detail and enable Include worklog details for an audit trail.
  5. Export: Generate the file for delivery to Finance.

2. Staffing Analysis (Request-Based)

While invoices focus on the past (actuals), Staffing Analysis focuses on the future (planned demand). This is designed for PMO leads and executives who need to analyze portfolio-wide staffing gaps and fulfillment.

The Relational Star-Schema (Power BI Ready)

Unlike a simple flat list, the Staffing Export provides a professional relational structure in a single XLSX workbook. This allows you to import the data into Power BI or use Excel Pivot Tables for complex time-phased analysis.

The export consists of three linked tables:

  1. Requests Sheet: The dimension table containing general metadata (Project, Priority, Status, and Total Fulfillment %).
  2. RequestPeriods Sheet: The "Demand" fact table. Each row represents a specific capacity bar drawn on the timeline, allowing you to analyze exactly when demand peaks.
  3. AssignmentPeriods Sheet: The "Supply" fact table. Each row represents a specific resource assignment, allowing you to see who is filling the demand and at what percentage.

Key Governance Rules

  • Scope: The export respects the exact filters and date window currently active in the Requests Table view.
  • Volume Guard: To ensure performance and reliability, exports are limited to 1,000 requests. If your filtered list exceeds this, the system will prompt you to narrow your search or date range.
  • Truth Source: The export only includes saved (persisted) requests. Unsaved drafts are excluded to ensure the report reflects the current project truth.

Operational Workflow: Generating the Analysis

  1. Navigate: Go to Resource Requests $\to$ Table View.
  2. Filter: Apply your desired search, status, or project filters and set the From/To date range.
  3. Initialize: Click Export on the filter bar.
  4. Configure: Select XLSX (recommended for Power BI) or CSV (summary only).
  5. Export: Download the file for portfolio review.
